<p><em><strong>IMPORTANT NOTE:</strong></em> Although the tournament officially begins on February 7th, the SPAR FEST takes place from 5:00 PM to 7:00 PM on Thursday, February 6th. Spar does not count toward the Foley Speaker&#39;s Award or Sweepstakes.</p> <p>Registration Deadline: Wednesday, February 5, 2014 at 5:00 p.m. Changes in school registrations (Add/Drops) will not be accepted after this date. No additions will be allowed after this time. Drops after this time will not affect fee calculations.</p> <p>Students wishing to be considered for the <strong><em>Thomas S. Foley Speakers Award</em> must be registered </strong>as such on the registration website.</p> <p>International Diplomacy Rules have been revised to clarify how ID competitors compete against Congressional debaters for purpose of the <em><strong>Thomas S. Foley Speakers Award</strong></em>. Clarifications are marked in red on the posted rules.
