This tournament is open only to schools in the San Diego Imperial Valley Speech League Tournament Director: Rachel Krause, VP of Debate (<a href=\"mailto:rachel.krause@sduhsd.net?subject=Debate%203\">email</a>) Directions:  Torrey Pines High School; 3710 Del Mar Heights Rd  San Diego, CA 92130 Events:        Pattern A: Parliamentary Debate, Public Forum Debate       Pattern B: Policy Debate, LD Debate Topics: Policy – 2013-14 topic. Resolved: The United States federal government should substantially increase its economic engagement toward Cuba, Mexico or Venezuela.  LD – January/February topic. Resolved: Developing countries should prioritize environmental protection over resource extraction when the two are in conflict. Public Forum – January topic. Resolved: Development assistance should be prioritized over military aid in the Sahel region of Africa. Parliamentary - schools competing in Parli must submit 3 resolutions for consideration; 1 fact, 1 value, and 1 policy. (First year teams are exempt from this requirement)   Entry Limitations: This tournament is open only to schools in the San Diego Imperial Valley Speech League. This tournament will feature a an open division in all events. Each competitor may enter two events, with a maximum of one in each pattern. All competitors will compete in all rounds.  Judges: Each school is required to bring 1 judge for every two debate teams, and 1 judge for every 4 LD debaters. Schools not meeting their judging commitment at all times during the tournament will be required to drop uncovered entries. Required number of judges must be present throughout the entire tournament. <a href=\"http://www.forensicstournament.net/SDIVSLDebate3/14/blog/\">Click here</a> for instructions regarding entering judges. Entry Fees: $14 per team in Policy, Parliamentary, and Public Forum Debate; $7 per LD entry. Make checks payable to SDIVSL. Entry Deadline: Entries must be posted on www.forensicstournament.net by 5:00 p.m. on Monday, January 13. No new teams or students may add after the entry deadline. The only changes allowed after the entry deadline is dropping entries (see below). Drops: Dropped entries will be accepted without charge until Wednesday, January 15, at 5:00 p.m. After that time, the website will be closed and entry fees will be final. Please email (rachel.krause@sduhsd.net) or call in/text (858-610-7089) your drops after the drop deadline, even as late as on your way to the tournament, to obviate excessive changes at the beginning of the tournament. When calling in or emailing drops, be sure to give the speaker’s name, event, and your school clearly. Awards: Awards will be given to places 1-8 in each division of each event.
