<p><strong>TOPICS:</strong>

<p><strong>Policy</strong> – 2013-14 topic. <br />
Resolved: The United States federal government should substantially increase its economic engagement toward Cuba, Mexico or Venezuela. </p>
<p><strong>LD</strong> – November/December topic.</p>
<p>Resolved: In the United States criminal justice system, truth-seeking ought to take precedence over attorney-client privilege.</p>
<p><strong>Public Forum</strong> – November topic.<br />
Resolved: The benefits of domestic surveillance by the NSA outweigh the harms.</p>
<p><strong>Parliamentary </strong>- schools competing in Parli must submit 3 resolutions for consideration; 1 fact, 1 value, and 1 policy. (First year teams are exempt from this requirement)

<p><strong>ENTRY LIMITATIONS:</strong> This tournament is open only to schools in the San Diego Imperial Valley Speech League. This tournament will feature a Novice division and a Varsity division in all events. Each competitor may enter one event.</p>
<p>In order to be eligible for the Novice division, debaters must meet the following criteria:</p>
<p><strong>Public Forum</strong> - must not have competed in any high school speech or debate tournament in previous school years.</p>
<p><strong>Parliamentary </strong>- must not have competed in any high school speech or debate tournament in previous school years.</p>
<p><strong>Policy</strong> - must not have competed in any high school debate tournament in previous school years (speech or congress participation ok)</p>
<p><strong>Lincoln-Douglas</strong> - must not have competed in any high school debate tournament in previous school years (speech or congress participation ok)</p>
<p>In cases where partners are "mixed" (one Novice, one Varsity), that pair must compete at the Varsity level.

<p><strong>JUDGES:</strong> Each school is required to bring one judge for every four students competing, or part thereof. Schools not meeting their judging commitment at all times during the tournament will be required to drop uncovered entries. Required number of judges must be present throughout the entire tournament.

<p><strong>ENTRY FEES:</strong> $14 per team in Policy, Parliamentary, and Public Forum Debate; $7 per LD entry. Make checks payable to SDIVSL.

<p>SDIVSL dues of $60 are also payable at this time, if not already paid (this is a one-time fee for the season, and is waived for first-year teams). League Treasurer Minnia Curtis will provide an invoice for these dues, if needed.</p>
<p>CHSSA dues are mandatory for ALL teams and are due to our Area Chairperson by December 1. <p><strong>ENTRY DEADLINE:</strong> Entries must be posted on www.forensicstournament.net by 5:00 p.m. on Monday, November 4. No new teams or students may add after the entry deadline. The only changes allowed after the entry deadline is dropping entries (see below).

<p><strong>DROPS:</strong> Dropped entries will be accepted without charge until Wednesday, November 6, at 5:00 p.m. After that time, the website will be closed and entry fees will be final. Please email <a href=\"mailto:(Rachel.krause@sduhsd.net?subject=DROPS\">(Rachel.krause@sduhsd.net</a>) or call in/text (858-610-7089) your drops after the drop deadline, even as late as on your way to the tournament, to obviate excessive changes at the beginning of the tournament. When calling in or emailing drops, be sure to give the speaker’s name, event, and your school clearly.

<p><strong>NOVICE OBSERVERS:</strong> Coaches are encouraged to bring Novice observers to this tournament if they are not prepared to compete, so they can learn the mechanics and etiquette of tournament competition. Please advise your observers of the following guidelines:

 </p>
<p>1. Enter rounds on time.

 </p>
<p>2. Before entering a room, be sure no one is speaking.

 </p>
<p>3. Stay in the round until its conclusion.

 </p>
<p>4. Listen courteously to all speakers.

<p>7:30 am Registration - Coaches check in no later than 7:30 am.</p>
<p>Pay entry fees and check in for tab room duties at this time.</p>
<p>LD, Policy and Parli competitors not on site by 8:00am will forfeit their first round.</p>
<p>Public Forum competitors not on site by 9:00am will forfeit their first round.</p>
<p>All teams must have their required number of judges present and prepared to judge by 8:30 am.<br />
<br />
Please tell students not to leave campus. Rounds will start earlier when possible.</p>
